Lists of people, family or friends who will be willing to help you so you don't have to pay for actors.
Equipment, will you have to rent, buy? Do you already have equipment around you?
Try and use interesting props, the theme and genre can sometimes depend on it.
Minimise locations and characters: 4/5 main locations, preferably close to each other with easy access. Don't write too many large roles. Avoid outside night scenes, they have bad lighting or mean that you have to use more equipment to get better lighting costing you more money.
Write to your actors strengths don't try and get them to do things they can't do. Make sure to cater roles to your actors/actresses best abilities.
Avoid CGI and special effects takes up a lot of time and money.
Unless you have the budget, try and avoid special effects, it can make the shots look messy making the movie look unprofessional.
